<title>League Celebrates Municipal Leadership Academy Participants</title>

<description><![CDATA[<p>The Spring 2025 cohort of the Municipal Leadership Academy was celebrated on Friday, May 30, 2025 at a recognition ceremony presided over by League President Mayor Bob DaSilva of East Providence, Executive Director, Randy Rossi, and Director of Membership &amp; Training, Dr. Jennifer Slattery. <description><![CDATA[<p>Thursday, March 20, 2025 - Warwick, RI</p><p>The Crowne Plaza at the Crossings in Warwick, Rhode Island, was the gathering site for hundreds of city and town leaders, employees, vendors, and subject matter experts for a day of 'all things municipal' at the Rhode Island League of Cities and Towns' Annual Convention on Thursday, March 20, 2025. The event drew a record number of attendees who came for a day of education sessions, vendor meetings and expo, and to network with colleagues across the state.&nbsp;</p><p><span data-olk-copy-source="MessageBody" style="font-size: 11pt; color: #000000;">“We love to see Rhode Island’s communities coming together. This year was the largest convention in our history, and it was wonderful to see so many cities and towns collaborating with one another and with the many fantastic businesses and organizations that continue to support the League and our municipalities. Together, we’re working to make Rhode Island a better place to live and work,” said Randy Rossi, executive director of the League.</span></p><p>Participants selected from a menu of 20 educational presentations on a range of topics including employee engagement, cybersecurity for election officials, resources for municipal housing needs, as well as multiple sessions on the impact of artificial intelligence in city and town operations. </p><p>Over 100 vendors turned out to share information about their products and services with city and town employees at the expo portion of the convention. Municipal CEOs, superintendents, finance officers, and council and school committee members participated in sessions on the education funding formula and reporting of RIDE survey data, and shared issues and practical solutions from both the municipal and school sides. </span></p>

                                        <p><b><span style="font-size: 11.5pt; font-family: Arial; color: #090c0f;">League’s Legislative Priorities – Education Funding</span></b></p>
                                        <p><span style="font-size: 11.5pt; font-family: Arial; color: #090c0f;">With the education funding formula phase-in complete, we support the state’s continued commitment to schools. As the state considers the next phase of the formula, we ask the following: </span></p>
                                        <p>&nbsp;</p>
                                        <p><span style="font-size: 11.5pt; font-family: Arial; color: #090c0f;">Improve Budget Certainty – School districts can experience significant fluctuations in their state education aid from one year to the next. A smoothing approach needs to be considered to spread the decreases over a longer period. Public school enrollment has continued to decline since 2019, further highlighting the need to evaluate the overall structure of public education in Rhode Island.</span></p>
                                        <p>&nbsp;</p>
                                        <p><span style="font-size: 11.5pt; font-family: Arial; color: #090c0f;">Increase the State Share of Teacher Pension Contributions – Rhode Island currently covers 40% of the required contribution with the local government covering 60%. Rhode Island is one of only two states in New England where the state does not contribute 100% of the required pension contributions for teachers. Increasing the state share would provide greater parity with New England and provide local budget relief. </span></p>

                                        <p><span style="font-size: 11.5pt; font-family: Arial; color: #090c0f;">Fully Support Categorical Program Funding – Some education costs, such as high-cost special education, career and technical education, and transportation, are not included in the education formula and are subject to appropriation each year adding to further uncertainty. Cities and towns continue to struggle with escalating expenditures for high-cost special education and transportation. While the League appreciates the efforts of Governor McKee and the General Assembly to address the challenges around education, especially in the aftermath of the pandemic, our members are still concerned about the integrity of the state’s Education Funding Formula. We plan to work closely with the Blue Ribbon Commission to develop recommendations for a fair, equitable, and adequate funding formula for Rhode Island Schools.</span></p>

Last year, the League developed the Municipal Government Award to recognize their outstanding contributions.”</p><p style="color: #000000; font-size: 12pt; font-family: Calibri, sans-serif;">“Having served in both a council and mayoral role, there isn’t much that Mayor Grebien hasn’t seen. When a complex issue arises, he digs right in,” said North Providence Mayor Charles Lombardi, President of the League. “He has prioritized and delivered on economic development projects, like the Pawtucket-Central Falls Train Station and Tidewater Landing, opened the state's only municipally owned homeless shelter, repaved 80% of the city's streets, and championed unprecedented investment in local schools.”</p><p style="color: #000000; font-size: 12pt; font-family: Calibri, sans-serif;">Leigh Carney serves as town clerk and assistant to the town manager. She is actively involved in the East Greenwich Community Historical Society’s preservation of municipal historic documents; initiated an electronic agenda management program for the town council; digitized other resident-facing record systems; and has made many structural changes in the Town Clerks office, municipal court, probate and canvassing all designed at improving resident services. 						<p><span style="font-family: Arial; font-size: 14px;">“The League of Cities and Towns appreciates the Governor’s commitment to municipalities
and the work we are doing locally to serve all Rhode Islanders. As we continue to navigate
the post-pandemic economy and adapt to our residents’ needs, we are glad to see stable
levels of local aid, thoughtful modifications to the funding formula, and increased funding
in other education aid categories within the FY 2024 budget. Stable aid ensures that cities
and towns can maintain core municipal operations while also making necessary capital
improvements with one-time Federal funds. We look forward to reviewing the
modifications made to the funding formula in detail, which we hope will provide more
reliable education aid figures in the future and address changes.
</span></p>
						<p><span style="font-family: Arial; font-size: 14px;">The Governor and General Assembly took a positive first step to tackle the existing
housing crisis in the FY 2023 budget by proposing $250.0 million spread across several
fiscal years to increase housing units. Municipal leaders stand together in welcoming the
development of responsible housing in our communities. Increasing the housing stock,
with investments in infrastructure to support this new development, will open new
opportunities for Rhode Island families. We are enthusiastic about the advancement of
development funds, as well as $20.0 million for a Municipal Road Program to help
municipalities to improve the quality of roads within their communities and $87.8 million
in matching funds for Infrastructure Investment and Jobs Act (IIJA).

individual communities. Over the coming days, weeks and months we will remain engaged
with all levels of government to provide input on polices that directly affect our
