Cannabis Licensing: Municipal Role & Next Steps
As Rhode Island continues to implement the Rhode Island Cannabis Act, municipalities remain essential partners in shaping the state’s adult-use cannabis landscape. With 25 of 31 voting municipalities having opted in to allow adult-use cannabis retailers, local governments have an important opportunity to help guide development through site suitability reviews, zoning compliance, and the establishment of any additional local oversight measures.
 
The Cannabis Control Commission (CCC) will soon begin the licensing process for 24 new retail licenses, 6 designated for Social Equity applicants and 6 for Worker Cooperatives, distributed across six geographic zones. As part of this process, the CCC will seek timely municipal input within a 45-day window, in alignment with § 21-28.11-17.1.
