Randy R. Rossi, Executive Director

Randy served as the Town Manager of Smithfield for the past seven years. Prior to that he was the Town’s Finance Director, Town Treasurer/Finance Director for the Town of Foster, and the City Treasurer and Information Technology Director for the City of Cranston. He has a strong background in town management with an emphasis on finance, budgets, information technology, and administration.

He previously served on the executive board of directors for the League, a trustee for the Rhode Island Interlocal Risk Management Trust, a member of the Rhode Island City and Town Manager’s Association, and president for the NESGFOA, RIGFOA, and Rhode Island Municipal Purchasing Agent Association. He is currently a member of the New England States Government Finance Officers Association (NESGFOA).

Mr. Rossi received his Bachelor of Science in Business Administration from Bryant College, he holds a Master of Business Administration from Strayer University, is a Certified Government Financial Manager, and is an International City Management Association (ICMA) Credentialed Manager.

 

Charles J. Donovan, Jr., Associate Director

CJ Donovan brings a wealth of experience from both the public and private sectors. A graduate of the University of Rhode Island with a BA in political science, he developed his financial and professional expertise at Fidelity Investments in Smithfield, RI. A lifelong Rhode Island resident and former City Councilman, CJ has a deep-rooted understanding of local governance, demonstrating a strong commitment to public service and a passion for strengthening communities across the state.

His diverse background includes serving as a Policy Analyst in the Rhode Island House of Representatives, where he worked closely with the Municipal Government & Housing, Corporations, and Veterans’ Affairs Committees. Additionally, he played an active role in numerous Special Legislative Commissions that explored and addressed complex policy challenges facing Rhode Island.

With a keen ability to navigate the needs of all 39 cities and towns, Mr. Donovan applies his experience to support municipalities in addressing their unique challenges. He is also a dedicated advocate for education and civic engagement, proudly serving as a Board member of the Rhode Island Academic Decathlon.

 

  

Dr. Jennifer Slattery, Director, Member Services & Training
Jennifer earned her doctorate in leadership and organizational development from Northeastern University and holds a master’s degree in counseling from the State University of New York at Brockport. Prior to the League, she spent a decade focused on academic administration and career coaching at Brown University and the University of Rochester. Jennifer specializes in developing leadership programs and training curricula, expanding professional development opportunities, and strategic planning for our members, including our six affiliate organizations.

 

Heidi brings a wealth of private sector experience, providing 16 years of administrative support to various private corporations and medical offices. Heidi is often the first voice you hear when calling the League and coordinates board meetings, legislative breakfasts, and annual events. She manages the bookkeeping and human resources for the League and assists the Executive Director in managing the administrative & operational functions.
